The principal focus, however, was largely on developed economies \u2013 first within the Anglo-American heartlands, then comparatively broadening towards Europe, exposing the workings of finance-led capitalism in a context of large, diverse and sophisticated bank- and market-based financial systems. The uneven nature of the finance-dominated regime, and particularly the subordinate integration of developing countries into global financial and monetary circuits, received far less attention. This conference aims to bridge this lacuna, by opening up an interdisciplinary exchange among scholars, policymakers and civil society organizations studying financialization in developing countries.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The mounting power of global financial interests over developing economies is expressing itself in myriad ways. For example, ever since the North-Atlantic financial crisis of 2008 loose monetary policies in advanced economies have spurred a tidal wave of footloose capital seeking returns, resulting in the build-up of unprecedented levels of private and public debt across developing economies. As the age of \u2018quantitative easing\u2019 (QE) is coming to an end, a shift in global capital flows reversing from periphery to core is threatening to re-create the very dynamics that led to major debt crises in the past.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Alternatively, as the age of the Washington consensus and its structural adjustment programs is over, the World Bank has commenced a new grand project. Supported by the G20 and a host of other international organizations, this new project called the\u00a0<\/span><i><span style=\"font-weight: 400;\">Maximizing finance for development\u00a0<\/span><\/i><span style=\"font-weight: 400;\">revolves around the securitization of infrastructure, healthcare and education projects to build new asset classes for institutional investors, allowing developing economies to tap into global liquidity. This mechanism of financialization coming with the slogan \u2018from billions to trillions\u2019 aims to facilitate development, or at minimum the assetization thereof, creating new opportunities for institutional investors and dependencies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another issue is a rising level of corporate concentration and control over global production chains, heralding a new epoch of monopoly capitalism. Global trade and investment became increasingly tied into integrated corporate structures in the process of three decades of cross-border borders mergers and acquisitions. The ensuing financialization of these corporate conglomerates manifests itself through growing financial reserves, a decline in fixed capital formation and a growing reliance on offshore incorporation strategies, enabling regulatory arbitrage, tax avoidance and flat-out corruption to maximize shareholder value. Resultantly, the world\u2019s largest corporate conglomerates have become rent-seeking financialized behemoths, effectively exploiting their excessive market power.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Developing countries face variegated combinations of these and other trends. There is a need for a dedicated focus on the place of developing economies within the global finance-led regime. Structural shifts within the global economy unevenly impact political-economic conditions and capabilities at national and local scales, reinforcing structural barriers whilst creating novel dependencies, which vary from core to periphery.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">For whom?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">This conference will bring together different academic communities, policymakers and civil society organizations. In particular, we invite scholars from disciplines that range from economics, political economy, geography, development studies, political science, urban studies and law. Representatives of civil society organizations are invited to present research and projects and to join the conversation. The conference will be bilingual (with simultaneous interpretation), Spanish and English, to encourage civil society organizations from across Latin America to participate. Sin embargo, las investigaciones se centraron mayoritariamente en econom\u00edas desarrolladas -primero en pa\u00edses anglosajones, ampli\u00e1ndose luego hacia Europa- donde mostraron el funcionamiento del capitalismo bajo el dominio de las finanzas en pa\u00edses con sistemas financieros y bancarios muy sofisticados. La naturaleza desigual del r\u00e9gimen dominado por las finanzas, y en particular la integraci\u00f3n subordinada de los pa\u00edses en desarrollo en los circuitos financieros y monetarios mundiales recibi\u00f3 mucha menos atenci\u00f3n dentro de los estudios de la financiarizaci\u00f3n. Este congreso tiene como objetivo atender esta problem\u00e1tica, proponiendo un intercambio interdisciplinario entre acad\u00e9micxs, pol\u00edticxs y organizaciones de la sociedad civil que estudian la financiarizaci\u00f3n en pa\u00edses en desarrollo.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">El creciente poder de los intereses financieros globales sobre las econom\u00edas en desarrollo se expresa de muchas maneras. Por ejemplo, desde la crisis financiera de 2008, las pol\u00edticas monetarias laxas en las econom\u00edas avanzadas han provocado un flujo gigantesco de capitales que buscan altos rendimientos, lo que ha resultado en la acumulaci\u00f3n de niveles sin precedentes de deuda p\u00fablica y privada en las econom\u00edas en desarrollo. En la medida en que la era de la \u201cflexibilizaci\u00f3n cuantitativa\u201d (<\/span><i><span style=\"font-weight: 400;\">quantitative easing<\/span><\/i><span style=\"font-weight: 400;\">, QE) est\u00e1 llegando a su fin, un cambio en el sentido de esos flujos desde la periferia al centro amenaza con recrear las din\u00e1micas que condujeron a importantes crisis de deuda en el pasado.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A su vez, como la era del Consenso de Washington y sus programas de ajuste estructural han terminado, el Banco Mundial ha comenzado un nuevo gran proyecto. Apoyado por el G20 y una gran cantidad de otras organizaciones internacionales, este nuevo proyecto denominado \u201cMaximizando las finanzas para el desarrollo\u201d est\u00e1 procurando la securitizaci\u00f3n (titularizaci\u00f3n) de proyectos de infraestructura, salud y educaci\u00f3n para crear nuevas clases de activos para inversores institucionales, lo que le permitir\u00eda a las econom\u00edas en desarrollo hacerse de una parte de esa liquidez mundial. Este mecanismo de financiarizaci\u00f3n, que circula con el eslogan \u201cde miles de millones a billones\u201d tiene como objetivo facilitar el desarrollo o, como m\u00ednimo, la creaci\u00f3n de activos financieros, abriendo nuevas oportunidades para los inversores institucionales.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Otra cuesti\u00f3n relevante es el aumento del nivel de concentraci\u00f3n y control corporativo sobre las cadenas de producci\u00f3n globales, que anuncian una nueva \u00e9poca de capitalismo monopolista. Luego de tres d\u00e9cadas de fusiones y adquisiciones trasnacionales, el comercio global y la inversi\u00f3n se han entrelazado progresivamente conformando estructuras corporativas integradas. La financiarizaci\u00f3n resultante de estos conglomerados se manifiesta a trav\u00e9s de sus crecientes reservas financieras, una disminuci\u00f3n en la formaci\u00f3n de capital fijo y una creciente dependencia de estrategias offshore, permitiendo el arbitraje regulatorio, la evasi\u00f3n fiscal y la corrupci\u00f3n abierta para maximizar el valor para los accionistas [<\/span><i><span style=\"font-weight: 400;\">shareholder value<\/span><\/i><span style=\"font-weight: 400;\">]. Como resultado, los conglomerados corporativos m\u00e1s grandes del mundo se han convertido en gigantes rentistas financiarizados, explotando de manera efectiva su excesivo poder de mercado.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Los pa\u00edses en desarrollo enfrentan combinaciones variadas [<\/span><i><span style=\"font-weight: 400;\">variegated<\/span><\/i><span style=\"font-weight: 400;\">] de estas y otras tendencias. Por ello, existe una necesidad de enfocar cuidadosamente el an\u00e1lisis para entender el lugar que ocupan las econom\u00edas en desarrollo dentro del r\u00e9gimen global liderado por las finanzas. Los cambios estructurales dentro de la econom\u00eda global impactan de manera desigual en las condiciones y capacidades pol\u00edtico-econ\u00f3micas a escala nacional y local, reforzando las barreras estructurales y creando nuevas dependencias, que var\u00edan de centro a periferia.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Estamos interesados en abordar las siguientes preguntas<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">\u00bfCu\u00e1les son las principales caracter\u00edsticas de la financiarizaci\u00f3n en las econom\u00edas en desarrollo? \u00bfC\u00f3mo conceptualizamos el desarrollo del subdesarrollo en el contexto de un capitalismo bajo el dominio de las finanzas? \u00bfC\u00f3mo la financiarizaci\u00f3n altera las posibilidades de desarrollo? \u00bfQu\u00e9 resultados dar\u00eda es un an\u00e1lisis comparativo de la financiarizaci\u00f3n a trav\u00e9s de diferentes modelos institucionales de pa\u00edses en desarrollo?<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">\u00bfQui\u00e9n est\u00e1 invitado?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Este congreso reunir\u00e1 a diferentes comunidades acad\u00e9micas, a pol\u00edticxs y a organizaciones de la sociedad civil.
