At the event we will present “Runaway taxes – who pays tax in Central and Eastern Europe?”,joint report of six non-governmental organizations from Central and Eastern Europe (CEE) which

was prepared under the lead of Finance Uncovered.

The report shows that most of the CEE countries analyzed in the report are affected by the race to the bottom.

Reduced tax rates, tax incentives or bonuses for foreign investors did not lead to higher tax revenues, contrary to the expectations and incentives for these same measures initially. In fact, in most CEE countries

tax benefits for the big companies and wealthy individuals did not prevent them from shifting profits to tax havens. Overall the findings of the report suggest that tax competition in these countries transferred larger part of the tax burden on the shoulders of (taxpaying) citizens. Their share of direct tax in total tax revenue is often higher than the share of companies.

What are the impacts of tax competition in the CEE region? How is this issue perceived by the general public and political representatives? How can the CEE experience influence EU debate about more transparent and efficient tax collection?

These and other questions will be discussed by:

  • Aleksandra Szkutnik-Wolszczak, Counsellor, Budget and Finance Section, Permanent Representation of the Republic of Poland to the EU
  • Petr Ježek, MEP (ALDE), Czech Republic (TBC)
  • Daria Zebrowska, Institute of Global Responsibility, Poland
  • Dimitar Sabev, Za Zemiata, Bulgaria
  • Ondrej Kopecny, Glopolis, Czech Republic
  • George Turner, Representative of Finance Uncovered

Debate will be moderated by James Crisp, Deputy News Editor at EurActiv. Registration is open until March 6th.
