UN Tax Convention Negotiations
The negotiations for the UN Framework Convention on International Tax Cooperation (UN Tax Convention) have entered a decisive phase. The 4th session of negotiations for the “trillion-dollar treaty” in February discussed key proposals for the Framework Convention from a fair allocation of taxing rights to establishing an international tax system for sustainable development.
Following the 4th session of negotiations, the Global Alliance for Tax Justice brought together over 140 civil society organisations to make three joint submissions, on the Framework Convention and the two early protocols. The submissions reiterated the importance of ambition and substance and included concrete proposals to the text.

Tax Justice for the Human Right to Care

For the 10th Global Days of Action on Tax Justice for Women’s Rights, feminists, tax justice advocates, and trade unionists came together to demand Tax Justice for the Human Right to Care. Advocates from around the world underscored the need for gender-transformative tax reforms to finance quality public care services. Featuring events on the human right to care and feminist fiscal systems, the campaign advanced the fight to make taxes work for women.
During the Global Days of Action, GATJ’s Tax and Gender Working Group launched Framing Feminist Taxation Volume III. The guide, which builds upon work connecting gender equality and tax policy, focuses on the financing of care. This edition lays out what tax systems, care policy, and care financing look like around the world with case studies from Argentina, Ecuador, Paraguay, the Philippines, and Senegal. Latin America and the Caribbean

Red de Justicia Fiscal de América Latina y el Caribe (RJFALC) joined Latindadd and la Plataforma América Latina y el Caribe Mejor sin TLC in a multi-stakeholder tour in Uruguay to strengthen regional cooperation for tax justice. RJFALC also hosted a webinar on tax justice for the human right to care.
Africa
Tax Justice Network Africa (TJNA) highlighted the need to make multinationals pay their share during the Global Days of Action. TJNA took part in the second Africa Beneficial Ownership Transparency Network meeting. TJNA also called for fiscal justice for Africa’s just transition during the Alternative Mining Indaba.
Asia
Tax and Fiscal Justice Asia (TAFJA) members took part in the call to Make Taxes Work for Women with members sharing the call for a feminist UN Tax Convention.
Europe
Tax Justice Europe (TJ-E) members spoke about the importance of fair and inclusive global tax rules during the Global Days of Action on Tax Justice for Women’s Rights.
North America
Canadians for Tax Fairness (C4TF) continues to spread the word about their latest report, The new robber barons, which explores how extreme wealth results in extreme power, and undermines democracy.
The Financial Accountability & Corporate Transparency (FACT) Coalition demonstrated how recent transparency disclosures show that U.S. corporations have used tax havens to avoid paying billions in taxes.
