The Coordination Committee is composed of two members from each of GATJ’s regional networks to steer the work of GATJ.
PERU
Luis Moreno
Chair of the GATJ Coordination Committee
Luis is an economist with master’s degrees in Public Management (Universidad Complutense de Madrid) and in Local Development and Social Economy (Universidad de Huelva). He is a member of the Tax Justice area of Red Latinoamericana por Justicia Económica y Social (Latindadd) as well as the Coordination Committee of Red de Justicia Fiscal de América Latina y el Caribe (RJFALC).
CANADA
Dennis Howlett
Treasurer of GATJ
Dennis worked as Executive Director of Canadians for Tax Fairness, Dennis has led successful campaigns to roll back corporate tax cuts and close tax loopholes. Throughout his 30-year career, he worked for several social justice coalitions and worked as Executive Director of the National Anti-Poverty Organization.
COSTA RICA
Jorge Coronado
Sociologist specialised in Political Economics, Jorge is an expert in taxation, poverty and social protection. Trade union advisor and social activist, he is part of the Comisión Nacional de Enlace in Costa Rica and is a member of Red de Justicia Fiscal de América Latina y el Caribe (RJFALC) and la Red Latinoamericana por Justicia Económica y Social (Latindadd).
UGANDA
Jane Nalunga
Expert on trade, tax and investment related issues, Jane has more than 20 years of experience in policy research, analysis and advocacy and has authored a number of policy-oriented studies and articles. She sits on a number of national policy making bodies, and advises the government and Parliament on these topics.
NEPAL
Arjun Kumar Karki
Dr. Karki is the Co-Coordinator for the Tax and Fiscal Justice Asia (TAFJA). He is also the President of Rural Reconstruction Nepal (RRN). Dr. Arjun Kumar Karki is the former Ambassador Extraordinary and Plenipotentiary of the Government of Nepal to the United States of America. Dr. Karki has also worked as Ambassador to Columbia, Costa Rica, Guatemala, Honduras, Nicaragua, Mexico, and Guyana.
PHILIPPINES
Jeannie Manipon
Jeannie Manipon serves as the Co-Coordinator for the Tax and Fiscal Justice Asia (TAFJA). Jeannie is the Senior Program Manager for Development Finance at the Asian Peoples’ Movement on Debt and Development (AMPDD) where she advances human rights and economic justice.
KENYA
Chenai Mukumba
Chenai Mukumba is the Executive Director of Tax Justice Network Africa. She sits on the board of ATAF’s African Tax in Women Network and is a member of the International Lawyers’ Project Advisory Group. Previously, she worked as the Director of the Consumer Unity and Trust Society (CUTS) International, Lusaka. Chenai holds a Masters in International Relations from Wits University, Johannesburg and is pursuing a Masters in Taxation at the University of Oxford.
BELGIUM
Tove Maria Ryding
Head of Advocacy at Eurodad, Tove also serves as a member of the Coordinating Committee of the Global Alliance for Tax Justice. Before joining Eurodad, she worked as coordinator for climate policy at Greenpeace, as chair of the Danish 92 Group and as head of the Danish NGO Forests.
SLOVENIA
Maruša Babnik
Networking and Project Coordinator at Ekvilib Institute, board member of Eurodad and the Slovenian national platform of humanitarian and developmental NGOs – SLOGA, Maruša also coordinates tax justice hub in Slovenia and actively supports development of tax justice movement in Central and South Eastern Europe.
UNITED STATES
Ian Gary
Executive Director of the 100+ member Financial Accountability and Corporate Transparency (FACT) Coalition in the U.S., Ian has more than 25 years of experience advocating for fiscal and tax justice and the reform of natural resource governance. He has previously worked with Oxfam, the Ford Foundation, and local NGOs in Ghana and Zimbabwe.

Each region hosts a member of the Secretariat to coordinate the activities of GATJ.
Dr. Dereje Alemayehu
Executive Coordinator
Prior to his current work at GATJ, Dereje has served as the founding chair of Tax Justice Network Africa (2008-2016) and GATJ (2014-18). While on these voluntary functions he worked as Senior Economic Justice Advisor at Christian Aid. Prior to that he was Christian Aid’s Country Manager for East Africa for 15 years. Before joining the CSO sector, he worked as a Lecturer at the Free University Berlin from 1987-98. He holds an MA in Development Studies and PhD in Economics from the same university.

Alexandra Wenzel
Global Communications Coordinator
Alexandra joins GATJ with experience in strategic communications and advocacy. Prior to GATJ, Alexandra campaigned on human rights and environmental justice including the successful recognition of the Right to a Healthy Environment at the UN. She holds a Master of International Affairs from the Geneva Graduate Institute.

Tomás Lukin
Global Campaigns and Policy Advocacy Coordinator
Tomás joins GATJ with a background in tax justice. An economist by training, Tomás has worked as a journalist covering international finance since 2007. He has also worked for the government of Argentina leading communications on tax, advising policy, and coordinating with NGOs.

Maureen Mburu
GATJ Tax & Gender Lead and Africa Campaigns Coordinator
Maureen joins GATJ with a background in law, gender justice and women’s economic empowerment. Prior to joining GATJ, Maureen worked with international organizations and her expertise encompasses advocacy, policy influence, and program management. Maureen is an Advocate of the High Court of Kenya, a PMP professional and is currently pursuing an MA in Project Planning and Management.
